Infrastructure Ontario (IO) and transit agency Metrolinx have selected Mosaic Transit Group as the preferred proponent to design, build, finance and maintain the Finch West Light Rail Transit (FWLRT) project in Toronto, Canada.

The two agencies selected Mosaic Transit Group through a competitive procurement process.

Ontario Minister of Transportation Kathryn McGarry said: “Finch West is one of the busiest bus routes in the City of Toronto and I am delighted that we will be moving forward to start construction on this much-needed rapid transit line.”

The group comprises ACS Infrastructure Canada, Aecon Concessions, and CRH Canada Group as its lead applicant.

Members for the construction of the project include Aecon Infrastructure and Management, Dragados Canada and Dufferin Construction Company, while the design team features Arup Canada, Dillon Consulting, DPM Energy, DTAH, Perkins + Will Canada and Sener SES Canada.

The maintenance team includes ACS Infrastructure Canada and Aecon O&M.

RBC Dominion Securities will be the financial adviser to the project.

The FWLRT project involves building 11km of new light rail transit from Humber College to the new Finch West Subway Station on the Toronto-York Spadina Subway Extension.

Building 16 surface stops, an underground interchange station at Finch West Subway Station, a below-grade terminal stop at Humber College and construction of a maintenance and storage facility for the vehicles are also part of the project.

The scope of the project also includes other associated works such as signalling, communications and track works.

The project’s finances are expected to be finalised this year, and design and construction are to begin afterwards.
